1964年，文改委编印了《简化字总表》，此表分为3个表。第一表收录了352个不作偏旁的简化字，第二表收录了132个可作偏旁的简化字和14个简化偏旁。第三表收录了1754个简化字，是应用第二表的简化字和简化偏旁，对基本上以《新华字典》收录的8000个汉字进行类推简化。 <o:p></o:p>

　　为纠正社会用字混乱，便于群众使用规范的简化字，经国务院批准重新发表原中国文字改革委员会于1964年编印的《简化字总表》。 　　原《简化字总表》中的个别字，作了调整。“叠”、“覆”、“像”、“囉”不再作“迭”、“复”、“象”、“罗”的繁体字处理。因此，在第一表中删去了“迭[叠]”、“象[像]”，“复”字字头下删去繁体字[覆]。在第二表“罗”字字头下删去繁体字[囉]，“囉”依简化偏旁“罗”类推简化为“啰”。“瞭”字读“liǎo”（了解）时，仍简作“了”，读“liào”（瞭望）时作“瞭”，不简作“了”。此外，对第一表“余[餘]”的脚注内容作了补充，第三表“讠”下偏旁类推字“雠”字加了脚注。 　　汉字的形体在一个时期内应当保持稳定，以利应用。《第二次汉字简化方案（草案）》已经国务院批准废止。我们要求社会用字以《简化字总表》为标准：凡是在《简化字总表》中已经被简化了的繁体字，应该用简化字而不用繁体字；凡是不符合《简化字总表》规定的简化字，包括《第二次汉字简化方案（草案）》的简化字和社会上流行的各种简体字，都是不规范的简他字，应当停止使用。希望各级语言文字工作部门和文化、教育、新闻等部门多作宣传，采取各种措施，引导大家逐渐用好规范的简化字。<o:p></o:p>
