<P>12月6日，在零下5攝氏度左右的寒冷天氣里，陝西省旬邑縣土橋鎮牙里小學三年級的一名學生在沒有任何取暖設施的教室里上課，臉蛋凍得發紫。</P><P>近日，地處渭北高原的陝西旬邑縣最低氣溫降至零下10攝氏度左右，但許多農村小學仍然沒有燒火爐取暖，學生們只能在冷冰冰的教室里上課。據介紹，在冬天最低氣溫可達零下10攝氏度以下的旬邑縣，多數農村小學由于缺乏資金，取暖費捉襟見肘，有的學校冬季根本不設取暖設施，有的學校只在寒假前最冷的時間里才取暖。新華社記者陳鋼攝
